OWP/P, in collaboration with nuclear facilities expert Sargent & Lundy, developed a master plan with a series of offices, laboratories and other experimental facilities, ranging from the long, single-story linear accelerator (Linac) to three- and four-story operations buildings.

The keystone of the master plan was the Rare Isotope Accelerator (RIA), a first-of-its-kind facility to house an accelerator that produces intense beams of unstable, short-lived nuclear isotopes for study in low- and high-energy experiments. Argonne National Laboratory was one of two site under considerations for this $800 million project.
